My dog is pacing, panting, eyes rolled back. Is it an emergency?

This is an emergency. The signs are too unspecific to pinpoint what is wrong with her. She appears in pain, may have a neurological problem, and the fact that she is thin is also not normal. Please take her to a pet emergency room right away.

From the photo it appears your dog has a conformation abnormality of the lower eyelid called ectropion which makes the kid sag down/look droopy. I believe you are seeing the dogs third eyelid being exposed and also irritated due to this. In some cases we need to prescribe medication to help the area be less irritated and sometimes surgery is used to correct the area. This is less concerning than non stop panting, which could be a sign of lung disease (or severe anxiety). I would recommend a vet exam ASAP due to the panting and they can look at the eyes at this time as well.

Oh dear, poor Zisoou! Severe lethargy and a loss of appetite are very concerning signs, particularly that he is now having more abdominal effort. Unfortunately, these signs are all non-specific and could be due to a wide variety of underlying conditions - bleeding into the abdomen from a mass, heart failure, immune mediated hemolytic anemia, severe viruses, kidney disease, toxin exposure, among others. Regardless, this is an emergent condition and I strongly recommend taking Zisoou to an emergency vet immediately for evaluation. I hope that all goes well.

It could be that Jezzie's eye aren't actually rolling up into her head; rather, you may be seeing the third eyelid sliding across her eye. This third eyelid isn't normally seen when a dog is awake and has their eyes open. It's function is to protect the eye, and spread tears across the eye's surface. When it is raised, this could be due to irritation to the eye, such as injury and infection. The other possibility is that it isn't the third eyelid, and Jezzie rolling her eyes back could be due to a seizure. Given that she acts ok and responds to you, I would be less inclined to think it was a seizure. She should be seen by a vet, as any eye problem is considered an emergency. The vet can diagnose if it is her third eyelid coming out or not, or if seizures are the cause, and can treat according to the diagnosis.

If Bells appears to be in any sort of respiratory distress, I must recommend that you get her to an ER right away to be stabilized. If she is simply panting due to some sort of stress or discomfort, this is not necessarily required. Regardless, it sounds like she is definitely experiencing some pretty severe discomfort. I'm not sure what they did for her at the clinic earlier, but it doesn't seem to have addressed whatever it is that is currently bothering her. If these sort of symptoms continue into the afternoon today, I would recommend getting her into a clinic for a follow up exam and diagnostics to assess the problem. If they believe she is in pain somewhere, perhaps imaging would be next best things in terms of diagnostics. Hope this makes sense.

Some possible causes of the symptoms you are describing would include GDV (gastric dilatation and volvulus, or "bloat"), heat stroke, or ingestion of something toxic. This may be a life-threatening emergency, so I would recommend taking Finn to an emergency clinic immediately to be seen. If you're not sure where to go, try calling your regular vet's office - their voicemail message should have contact information for your nearest ER or an on-call doctor for emergencies.

Hazel sounds like she is either nauseous, uneasy, or has been exposed to some sort of toxin. You can try to treat nausea with a drug like pepsid or famotidine to see if that helps, but her failure to calm down makes me think that something else could be at work. If she has no history of being uneasy especially, I would consider a toxin as a distinct possibility. Try to think if it's possible that she could have gotten into something inappropriate. If so, I would have her checked out by the vet for possible decontamination and supportive care.
