Dog won't jump, has an orange bump between paw pads. What is it?

Pet's info: Dog | Mixed Breed | Male | unneutered | 8 years and 6 months old

I noticed within the last 3-4 days that my dog is hesitant to jump onto furniture (beds, couch, chairs, etc.). Upon closer look at front left paw, I noticed something in between his pads. I describe it as a small, orange/skin colored bump. I searched around the internet and found 2 possible answers: 1. He may have stepped on something outside, or 2. He is licking his paw, causing the "injury". Could it be one of these two, or is it something else?

There are other possibilities. It could be a foreign body reaction (so there is something underneath the skin and the result is a small abscess) or it could be an inflammation due to allergic reaction (less likely if the other paws are normal).
A check up is needed anyway to understand the underlying problem and a buster collar may be quite useful to avoid further licking/chewing of the area.
