Why is my dog constantly licking her front paws? Allergy or infection?

The change of color could be as a result of constant licking. This could be due to an allergy, fleas, an infection or mites. If it's been a while already it is recommended to have it checked by a vet in order to rule out parasites first, then a treatment for allergy or infection can be started.

First of all, in order to rule out skin parasites, you will need to treat with a high quality flea treatment, then ask the vet to perform a skin scrape - this might reveal an infection or a mite infestation. If all of those came back negative, the next step is to treat the allergy symptomatically and try to discover the cause of the allergy. Three main type of allergies are usually affecting pets: food allergies, flea and parasite related ones and environmental type (allergens coming from trees, pollens, dust etc etc). Some medications can be given by the vet in order to repair any possible skin lesions (like steroids and antibiotics). She probably licks the arm because of an infection or an allergy, if she continues doing that you will eventually see a change in color in that area as well as loss of fur, if this happens you will need to take her to the vet in order to get it treated.

Licking their feet can be a sign of a injury such as sting or bite or the start of allergies. I would give her bath to rinse the feet and coat as best you can. If it continues I would have your vet check the area to see if there is an infection at the toe nail base or in between the toes or if allergies are contributing. They can prescribe proper medicine for either situation
