Why does my dog have an itchy, movable lump on her inner thigh?

Pet's info: Dog | Mixed Breed | Female | spayed | 8 years and 5 months old | 4 lbs

She has this bump near her inner thigh part of her leg. I took her to the vet a few weeks ago & she said she most likely was bitten by something because there were also red spots near that area. But today I looked to check the progress & I picked up her skin to check it & it's like a very small movable ball. It doesn't seem to be hurting her but I do think it's itchy. What could this be? It appeared around the same time she developed mammary swelling on the opposite side during heat cycle.

This could just be a bite or spot that has caused a bit of allergic reaction in the skin. If it is an area of allergy or infection it will resolve with time. If it doesn't go away it is a mass in the skin, such tumours can be benign or cancerous but need to be tested to know.
