I am not sure what this area truly looks like. I would try picking hip up with back against your stomach and chest and having someone else snap the photo of his genital area. If there is green discharge and pain then he likely has an infection. Hydrogen peroxide should be stopped immediately, because in pets this can actually cause the normal cells to die off on the skin. You can try using Betadine diluted 50:50 with warm water or Chlorhexidine 3% diluted with water to antiseptically cleanse the area. Soaking him in a warm water Epsom salt bath for 5-10 minutes can also help alleviate some irritation and inflammation. I would also visit your local pet store and purchase an e-collar to place on him so that he can't continue licking the area and causing further irritation and pain. Testicular torsion is excruciatingly painful and requires surgery. Testicular cancer, and scrotal hernia are also on my list of things to rule out. The green/yellow discharge can actually be normal in in-tact male dogs but could also signal an infection or urinary problem. All in all, it's worth talking to your vet about it again.
