If this is not the case, small breed dogs are prone to neck and/or back pain. This is a potentially serious situation as it can lead to weak or paralysis in certain cases. That sounds serious and I recommend to have Bailey seen today by her veterinarian. The main things that come to mind are an injury of some sort or congenital abnormality to the neck or spine. Any injury however to the legs could look like this if Bailey is in so much pain that she does not want to move. Severe GI pain from an intestinal blockage may also look like this.
