Yes, waiting until after the heat cycle is definitely worth considering in any female with urinary control issues. It allows for full hormonal develeopment of the pelvic area and can be beneficial in many cases. It may not help with excited/submissive urination directly but every little helps

If she is still very anxious or stressed, it is a good idea to talk with your vet to see if an anxiety medication could be given temporarily to help her through her heat cycle. This sounds more like submissive urinating that you are seeing with Molly. Molly is likely a little fearful, anxious or overly excited when meeting strangers and then this results in her urinating. This is not likely an incontinence issue. As Molly gets more used to these interactions I suspect she will be less likely to submissively urinate. Delaying spaying can help with incontinence issues when female dogs are older but is not likely to help with Molly's submissive urination. You can try the calming treats but they may not help much. Vigorous activity every day like running or playing fetch will likely be most beneficial for him. Spaying and neutering provide health benefits for both sexes and I recommend to have both pets fixed. Henry can be neutered at any point but he will still have sperm in the reporoductive tract for about a month so he can still impregnate a female in heat. It's possible, but most intact female dogs do not urine mark the way that intact males do. It's more likely that Raven is urinating in the house due to a medical problem such as a urinary tract infection or bladder stones, or she may simply not be fully housetrained. If you suspect that she may have a medical problem, I would recommend having her checked by a vet - he/she can take a urine sample for analysis to determine if an infection or other problem is present.
