Why does my 10-year-old dog's head tremor when she's gazing?

Pet's info: Dog | Papillon | Female | spayed | 9 years and 7 months old | 14 lbs

my 10 year old female papillon has developed a d head tremor when she is in an upright position and not concentrating on anything; she seems to be "gazing" and her head bobs up and down for 30-40 seconds. Please advise what this could indicate

At 10 years old I would be very concerned that this tremor represents a possible lesion inside the skull, such as a tumor or infection, or perhaps an inflammatory process. A full exam, to include a neurologic exam, will provide a lot of information that can help to zero in on the problem and localize the lesion. Other possible causes could be exposure to a toxin, but an exam is needed and possibly labwork to really figure out what is going on.
