Is my 11-month-old dog's frequent, small urination a sign of UTI?

The most likely reason at her age is a urinary tract infection, i strongly recommend taking her to your vet ASAP in order to get it checked and treated, the vet will need to perform a urine analysis, if it is positive for an infection she will need to take a course of antibiotics.

Poor Rosie! I agree, this definitely sounds suspicious for a UTI. Unfortunately, this is not something you can treat yourself at home - she will need antibiotics from your vet to treat the infection.
