My dog has flaky black spots around his genitals. Is it normal?

  Many times these black dots can indicate blocked pores or debris stuck to the skin. Sometimes using a special shampoo like Peroxiderm can help. An omega 3 fatty acids supplement and feeding a diet meant for skin health like Nutro or Royal Canine can also improve the quality of the skin.
  
  I recommend to have Boots wear an elizabethan collar at all times until the peeling skin is healed. You may wash and rinse the area well. If it continues, I would be suspicious of continuing fleas, a thyroid problem or allergies. I hope this helps.

  This is kind of an unusual lesion, and it looks like a very mild infection of some kind. As long as Rusty isn't scratching or licking at this excessively, I think you can gently wash the area with some mild soap and warm water, and monitor for changes for the next couple of days. If it resolves, great; if not, or if additional lesions develop, consult your vet for skin testing to determine what is causing this, and appropriate treatments.

  I am sorry to hear about your pup! if the area had been inflammed we can see something called post-inflammatory hyperpigmentation which can leave darker patches of skin. If the area is not raised or a different texture than the rest of the skin, I would just monitor the dark skin . If the area seems scabbed or is raised like a mole, then an exam at your vet would be recommended.
