Ollie has black specks all over his penis. They are very very tiny and I don't know what they are.

This is a black mass that should very definitely be examined by your veterinarian, This could very likely be a melanoma or similar cancerous mass and may need to be removed. Your vet will likely do a fine needle biopsy to either send in to a lab or examine under the microscope to see whether it is cancerous,
Please do not wait long to make an appointment with your veterinarian,
This could, of course also be a benign growth, however it is not possible to determine whether it is benign or malign by way of a photo.

Thanks for using Petco Pet Education Center, formerly Petcoach! Given that no diagnosis has been reached, I think at this point it is crucial to obtain a biopsy or at least a fine needle aspirate of this. This could in theory be a growth in that region or it could even be a normal pigmentation change. I recommend that you discuss with your veterinarian further diagnostics like a biopsy.
