My dog has scabbing around both eyes, and they are a little swollen. What could be causing this

Poor little Cody, this looks miserable. If it has not already been done, a skin scraping (under sedation) is a good idea just to make sure there are no mites contributing to this condition. Food or environmental allergies can also contribute, and a prescription hypoallergenic diet trial might be a good option to try. I would definitely get him back to your veterinarian for further work-up, and that might mean more steroids and antibiotics to try and make him a bit more comfortable until you can get to the bottom of the cause. Additionally, if he eye is now closed, it is extra important to have him looked at to make sure there hasn't been injury to the surface of the eye (a corneal ulcer) from itching or rubbing.
