Yes, that's fine. Most dogs tolerate beef well. If she vomits after eating it, or diarrhea is noted within three days, then she may not tolerate it well. This can happen either due to it being too rich, or a food allergy (not that common). This does have a fair amount of calories though, so I always reccomend you account for these types of treats by feeding a little less of their dog food. While McDonald fries are certainly delicious, they are not meant for dogs. The problem with them is that they are both high in fat and salt, and fatty foods cause pancreatitis in dogs. Pancreatitis is an inflammation of the pancreas, and it's a very serious condition that requires intensive care because it can be fatal. If T'challa ate these fries within the last two hours, you can take him into a vet immediately to have vomiting induced to prevent any problems. If it's been longer than two hours, monitor him. Should you see a loss of appetite, vomiting, and/or belly pain, that could mean he has pancreatitis and you will need to take him into a vet immediately. I would withhold food for tonight and if he appears fine tomorrow and doesn't show any of the symptoms I mentioned above, feed him a bland diet of boiled white meat chicken (no bones) and white rice in small amounts several times a day for a couple of days. As with any treat, as long as it isn't causing Chloe to have any vomiting, diarrhea or inappetence, small amounts of treats in moderation are fine for most dogs. If you are going to feed your dog ground beef, I would feed him 95% extra lean ground beef and drain away the fat before giving it to him.
