My dog itches a lot and now has a small bump on his ear. What can i do to decrease his itching and this bump?

The small bump on your dog's ear looks like a wart, Should it start to grow I suggest you have it examined by a veterinarian.
As for the itching:
1) you need to do flea control/prevention if you have not done so yet
2) check the skin for little red spot, reddening, other lesions, loss of hair.
3) you can try giving some Benadryl for a few days (dosage and description of the medication is available on this website).
If the Benadryl does not stop the itching you need to take Jasper to your vet for an exam. He may have a mite infection (especially if you see red spots or lesions) which would need to be treated with an acaricide, or a fungal or bacterial infection, which would need to be treated with a fungicide or antibiotic. He may also suffer from allergies.
