My 4-month-old puppy is lethargic. What are dog cold symptoms?

I'm so sorry to hear Koda is not feeling well. Being congested and sneezing could indicate he has an upper respiratory infection. Some of these dogs can cough/gag up a foamy white material as well. He may benefit from medications from the vet for his symptoms. If he's congested, you can put him in a room with a humidifier or take him into the bathroom with you when you take a shower. The steam from either may help temporarily with his congestion.
