Why are my dog's breasts still hard and not shrinking after puppies?

Poor girl. A photo would help here. Please repost with a photo of your pets enlarged mammary gland. IF she was spayed after she turned 1 year of age, there is a hig risk of mammary cancer. Swelling can also be caused by an infected mammary gland. I would have this mammary gland tested through your vet to ensure this isn't cancerous if it is not red and if the swelling is firm and knotty. She is likely suffering from a phantom pregnancy, i would recommend taking her to the vet anyway in order to get it checked, just to be on the safe side. there is no treatment for this (other than getting her spayed, which i strongly recommend in her case), it will resolve eventually within a few weeks, but it is also likely to reoccur in future heat cycles.

I suggest you take her back to the vet for an exam. She may have a piece of ovary that was left behind during surgery that is causing stimulation of the mammary and vulvar tissues.
