I bet Peaches is adorable! Yorkies are so cute.
There is no requirement that a breeder sell you a neutered animal. Most pups are very young when they are sold and typical recommendation is to wait until about 6m of age to neuter. If you are obtaining a dog from a shelter or rescue there will usually be a stipulation that the dog is spayed or neutered first.
There is also no need for pedigree papers unless you plan to breed or show the dog.
