Comment: Hi, I want to know is it safe to buy puppies without vet/health card? I seen a Pin Tzu (Mini Pinschers x Shitzu) in a online shop. I also don't know about the breeder. Is their a risk?? I would be cautious of getting a puppy with no veterinary record that states they have been screened for parasites, congenital diseases and had vaccines. If you want to get this puppy it would be "at the buyer's risk" which usually earns any health issues found after the sale are up to you to have treated and not the seller's liability.
