What are the best absorbent and affordable liners for dog belly bands?

They stay in place well but you will likely need to wash the diaper every other day (as its hard to keep blood off the sides). All Absorb or Four Paws training pads are excellent pads. Both are very absorbent and have a protective layer to minimize or eliminate messes or staining. This is my own opinion. You may be able to purchase them at your local Petco or at www.petco.com.

Yes, you can use an unscented sanitary pad in a doggie diaper. You may ask your veterinarian if changing medications may help to urine leakage. There are a couple products (incurin and Proin) that tend to work well but with the heart enlargement and arrhythmia, your vet will need to decide if these medications are worthwhile. You may also look for a water proof cover to keep over the bed to at least decrease the mess. I wouldn't put a sock on since, if he urinates, then the sock will just absorb the urine. You could use a belly band, instead. It has the same function as a diaper, and it goes around the belly over the penis to catch any urine. Sometimes just wearing the belly band will discourage a dog from urinating. It's always a little difficult to tell from pictures, but the red areas and the circular rings that you are seeing along Kashmir's abdomen are suggestive of a bacterial overgrowth or dermatitis along his skin in that region which is very common when an area stays moist for a prolonged period of time (as can occur with urinary incontinence). If the drapolene is keeping too much moisture in the skin, you might ask your veterinarian about a prescription powder called NeoPredef that has a steroid and antibiotic in it.
