Why does my older cat keep licking my younger cat's head so much?

This is likely just a behavior that Bosbos has developed. It may be anxiety driven or may just be a normal behavior for him. In any case, this will not cause any harm to Bosbos. You can always try Feliway pheromone diffuser / spray and see if this helps. Otherwise, if all else if normal and Bosbos is healthy, I would not worry about this behavior unless it is becoming a nuisance for you, then I would recommend talking with a veterinarian and having Bosbos examined so that the most appropriate medications can be prescribed. This could be a sign of affection, or that the older dog rolled in something gross and the younger dog likes the taste and wants to lick it off. The younger one could be grooming your older dog, or doing it as a sign of social status.

The kitten is likely still missing its mommy. Kittens normally stay with their mother until 10 to 12 weeks of age, but, unfortunately, humans take them away long before that. So your male's penis is the closest thing to a nipple to get comfort from (suckling is not just for milk but also for comfort).

It sounds like this may be a soothing technique that he continued from kitten hood. The comfort he obtains may be similar to nursing. If she is licking you more often when she is in heat, then it's possible that spaying her could help with the behavior. If Samantha licks year round, then it's possible that she does have some stress or anxiety, or she may simply be an affectionate cat. 10-20 minutes of grooming herself or her brother doesn't seem particularly unusual to me and I wouldn't necessarily think this is an indication of stress or anxiety unless she is also showing other signs of being upset like pinning ears, running and hiding, or swishing her tail. You could always try a pheromone diffuser like Feliway to help with anxiety.
