Should I let my mother cat take her kitten outside to teach her?

Mother cats usually teach their kittens how to use a litter box by example. So, if she is using the kitten's litter box, she is likely trying to teach them to use it as well. I would not discourage her from using the box as it may cause her or the kittens to start having accidents in the house instead. If you are planning on having the kittens be outdoor cats like their mother, then making sure they are vaccinated and old enough to go outside first is best. They can then follow their mother and explore outside more to learn to do their business outside as well.

All indoor/outdoor cats are at risk for predation, injury from other animals and cars and death. I wouldn't expect a mother cat to be able to protect a young kitten from a car or a larger animal. At some point Monti will need to be let out and fend for himself. Billu may be less interested to go out if she was spayed and you may want to consider neutering Monit so there is no mating between the 2. Billu will eventually stop looking for Simba. At this age most kittens begin to stray away from mom and become more independent, which they should be doing in order to build up necessary skills for survival. I would allow the kitty to venture from the mama cat and she will eventually get used to the idea of her going astray. You can also allow mama cat to go with the kitten a few instances, so that she can see that Shunu is safe and free from harm. This is quite unusual for a mama cat to miss her young at this age, but I suppose you have one dedicated mama cat on your hands. : ) Best of luck and take care.

Remember that every pet is an individual and they will all react differently. Squeak may be more adventurous than your older cat and thus more likely to roam and get into trouble. You may try again when she is older (kittens tend to be more active than adults) so maybe wait til she is a year old (or older). It's also possible she will never be a cat who can be left alone outside. Cats can be trained to walk on a leash and they do make underground fences for cats. I hope this helps.

The kittens are safest confined until 4-5weeks at least and as long as the mother is not distressed and risking injury to the kittens i would keep mother and kittens in a little longer and ensure they are eating solids before left out

As long as the kittens are growing, seem healthy and are not meowing in hunger it is normal for the mother to leave them periodically. If you are concerned about weight gain or health of the kittens you could consider supplementing with kitten milk replacer. I would it advise this unless you are concerned however. Once the weaning process starts you can also provide kitten food for them.

No, do not take her away from the mother. Mothers do not only feed their kittens, they teach them how to be real good cats, who is dangerous, and who isn't, what animals to hunt, how to have good body hygiene, etc. Brownie should now be old enough to where you can offer her canned kitten food and I am sure her Mama will like to be fed also.
