My cat is lethargic, not drinking in hot weather. Is it heatstroke?

Most cats become very inactive during hard summer, it's absolutely normal, as long as he has a cool surface to lay on and plenty of shade he should be fine. if you have a fan at home it can help but not all cats tolerate fans.

If they are suffering from a heat stroke they would be showing signs of true distress like heavy or open mouth breathing, lethargy, vomiting, etc). If he is showing any of these signs then he needs immediate care of a veterinarian. You can put some water on him and put a fan over him but be careful because they can eventually get too cold because they have a hard time regulating their own temperature when they have a heat stroke. Make sure that he will have access to lots of fresh water- leaving a few bowls out with ice cubes in the morning may be a good idea. You can also make a cheap "air conditioner" with a fan and an ice pack that may help keep the area cool. Dark curtains may also help keep the apartment cooler throughout the day.
