Should I worry about a small bump on my cat's lower mouth not growing?

It could be an area swollen from her hitting her chin on something or it could be an infection / pimple (acne). If it doesn't seem to be bothering him and is just slightly raised, its reasonable to just keep an eye on it and ask your vet next time you are in for an annual exam. Hello. This is very likely a benign tumor. I have a personal cat that has almost the exact same tumor on his chin that I am watching, too. But this is awful close to the eye, & if it gets any bigger, it may rub on the cornea. If you were my client, I would recommend removal. At 13, if your cat is relatively healthy with no underlying problems seen on bloodwork, then the surgery should go very smoothly. I would consider having it removed soon. I suspect this might be what is called a "resorptive lesion." There is a tiny tooth right there, and for some cats, they develop lesions where the body actually breaks down their teeth over time. They can be painful. For some cats, they don't show any signs. Have him evaluated by your vet; they may recommend a sedated dental exam and dental xrays to evaluate the tooth roots. If roots are left under the surface, its potentially a source of infection and pain, and surgical removal of the root may be considered. Other possible causes of the bump would be inflammation, infection, (unlikely based on appearance), or an abnormal grownth/tumor. Get him in to your vet when you can to have it checked out. If it was small and it is now drained and there is no inflammation present then it is probably fine to just keep an eye on her. If a discharge develops or it becomes warm to the touch or painful, have her evaluated by your veterinarian for further assessment and treatment as antibiotics are likely going to be needed. There is no way of knowing for sure without an examination though this represents a reason to seek veterinary care. This is usually determined with an examination and a fine needle aspirate (FNA) or a biopsy. Treatment depends on the findings up to that point.
