New cockatiels: female chirps sadly, male screams. Is this normal?

Does she quiet when someone enters the room? Birds are very social and often don't feel comfortable when left alone. She might just need time to adjust. Cockatiels are extremely vocal birds, so it may just be that Cici is excited and very "talkative". Giving him some fun things to do such as adding in an enriching toy that requires concentration to open or play with, playing soothing music, or even moving him to a quieter location free of other pets and people may help him to settle down some. If he is housed with another bird, there could be competition over perches, food and water dishes which is causing stress, so adding extra in and making sure there is enough room for both birds may help. If he does continue screaming, or seems ill or painful in addition, a vet visit is always a good idea to rule out any pain or underlying health issues.

Biting now can be due to the stress of re-locating to a new home, and time could be the cure. Try to offer treats to win his side. Unfortunately this can not be answered as the behavior of individuals are different. Sometimes they pair quickly and occasionally not at all. In the wild, they pick their own mates, they are not picked for them. Squabbling is normal, as they establish hierarchy and territory. Breeding season is usually in the spring, so be patient.

It is possible your bird is eating and drinking while you aren't watching. He may be nervous in his new environment and feel uncomfortable eating while you are around. Be sure he is in a quiet environment where he can be left alone for periods to adjust to his new life. I would also try to find out what food he was eating before he came and get that exact food as some birds are very particular and don't like change/will refuse to eat new foods.
