Why is my opaline lutino lovebird's wing drooping? Is he sick?

This is usually a sign of a wing injury, if he can still fly then the wing is not broken. if the problem does not resolve within a week i would recommend taking him to an avian vet specialist in order to get it checked and treated.

Given Tweety's age, he should be seen as soon as you can get an appointment. Birds are very good at hiding illness or injury until it is quite serious. In the meantime, keep him warm and as stress free as possible until he sees the vet. Do not allow him to fly and remove or lower perches to prevent injury from falls. Consider feeding a commercial handfeeding formula temporarily or soaked commercial pellets to get some food into him.

If Joy is holding the wing out funny, doesn't want to use it, or seems painful when doing so, it could indicate something such as an injury which should be checked out. Sometimes stress or activity can also increase breathing which may look like the wings shaking as birds expand and contract their entire chest-cavity to breathe. If she is otherwise normal and healthy and the wing is being used/isn't bothersome to her, I wouldn't be worried, but if she seems to have any problems breathing, the wing seems injured or painful, she seems listless, doesn't want to eat or drink, or shows any other signs of illness, having it looked at in person is always best.

That does sound like Sunshine may be ill, however these are all very vague symptoms of illness rather than pointing to one thing. Differentials are many, from gastrointestinal or respiratory diseases to any disease that can spread systemically (causing lethargy for example) like infection, and anything that can cause pain/discomfort.
