It is very difficult to say what it may be just by looking at some photos. My best guess would be some injury/inflammation to the cornea due to mild trauma. He would need an exam in person with a vet so they can use an ophthalmoscope to get a better look at the eye. Thanks for reaching out about Tico. A problem is not visible on the picture. Ocular infections, corneal traumas, or upper respiratory infections can be causes. A veterinary visit is needed to diagnose the problems. Good luck.
