My budgie's wings are spread out. Is she sick or just warm?

Without more info it is hard to say. Holding the wings away from the body can sometimes be a sign of stress or illness, or can be part of heat regulation if your budgie is kept in a very warm area. Making sure she is cool, in a shaded area, and has access to food and water may help if she is feeling stressed. If she does show signs of illness, doesn't improve with the changes, or just doesn't seem right, a veterinary exam in person is best.

It's hard to see anything wrong from just photos however if you do have a video you can add in a YouTube link to your question for us to see. If Joy is holding the wing out funny, doesn't want to use it, or seems painful when doing so, it could indicate something such as an injury which should be checked out. Sometimes stress or activity can also increase breathing which may look like the wings shaking as birds expand and contract their entire chest-cavity to breathe. If she is otherwise normal and healthy and the wing is being used/isn't bothersome to her, I wouldn't be worried, but if she seems to have any problems breathing, the wing seems injured or painful, she seems listless, doesn't want to eat or drink, or shows any other signs of illness, having it looked at in person is always best.

This could be a toxin ingestion (lead, zinc, plant), metabolic concern (liver, kidney), neoplasia (pineal tumors are fairly common in budgies), just to mention a few potentials. Fluffed feathers and dropped wings are suggestive of weakness or cold. Providing heat support in the 80-85 F range can give some support but is not a treatment in itself. Good luck.

Ideally, Pepper should be physically examined by your veterinarian or an experienced avian vet to diagnose and treat infection or injury. By the time birds begin to show any symptoms, they can be quite ill. In the meantime, keep him warm and as stress free as possible until he sees the doctor. Monitor for additional symptoms such as loose droppings or loss of appetite.

Hello, I am sorry to hear about your bird! The symptoms that you are describing are often signs of sickness in birds. Birds can have various different diseases such as lung infections or GI problems. I would recommend having your bird seen by a veterinarian if possible. Until then please ensure that your bird is kept in a warm safe environment. You could try separating her from your other bird.
