Thanks for reaching out about Bubbly and including photos. Being lethargic and fluffed are just general signs of being ill. Providing supplemental heat in the 80-85 F range can give support. A veterinary visit is recommended to assess and provide a diagnostic/treatment plan. Removing perches and placing a soft towel on the bottom of the cage can save energy. Ensure that food and water are within reach.
Good luck.

Thanks for reaching out about Vic and including photos. Unfortunately fluffed and sleeping are just general signs of being ill. Providing heat support in the 80-85 F range can provide some aid but is not a treatment per se. A veterinary visit is recommended to assess and provide a diagnostic/treatment plan. Metabolic disorders, nutritional deficiencies, opportunistic infections and cancer are common in aging budgieregars, each requiring different treatments.
Good luck.
