Why are there red spikes on my budgie's head? Are they blood feathers?

Hi, I noticed what I thought was blood on my budgies head yesterday and asked about what to do on here and I was told to clean it with a wet Qtip but while doing that I got a closer look and I am curious as to what the red spikes are.
