My parakeet has new spots on his wings. Is it new feather growth?

This could be an infection or ingrown feather (feather cyst). Placing a warm compress on the lesion could allow an abscess to organize. The black spots you are seeing appear to be areas of blood, and this may be where feathers were removed. I would also recommend that your bird be evaluated by a veterinarian.
