Without knowing if Jack is showing other symptoms of illness, it is hard to tell what is going on. Listless behavior, low energy, sleeping all the time and not eating or drinking as much are all very vague symptoms of illness and should be checked out by a vet to find the underlying causes. Infections, illness, injuries, parasites, nutritional issues, etc can all be possible causes. Keeping him warm and quiet, as well as providing easy access to food and water may help. If he is in a very loud or high-stress area, moving him somewhere quieter may also help him to relax and feel better, however if he continues to act unwell or doesn't perk back up, a vet exam is best.

Birds will pluck due to infection (bacterial, fungal, parasites), stress or boredom. If Paco will allow, look him over for redness or scabbing. Clean and sanitize the cage, bowls, toys and perches. Discard anything that cannot be sanitized. Use paper towels or plain paper on the cage bottom and change daily. Provide a variety of toys and puzzle feeders to keep him occupied. Allow playtime and interaction outside of the cage daily. Bathe or mist him with warm water weekly to encourage preening and to promote healthy plumage. If he persists, have him physically examined by your veterinarian or an experienced avian veterinarian to diagnose and treat injury or illness.

Cocacola is probably ill, but i couldn't tell you what is wrong based on this very general symptom, you will need to take him to an avian vet where a blood test and faecal exam will be done to determine what is the cause of the disease before it can be treated.

Providing heat support in the 80-85 F range can give some aid. Remove perches and give a soft towel on which to rest. Try offering water and a liquid food through a syringe for calories and hydrate. Being ill can have multiple causes such as infections (bacterial, fungal), metabolic disorders (liver, kidney), heart problems, nutritional deficiencies and more. A veterinary vista should be scheduled for today. Providing an environment in 80-85 degrees might provide some support but it not a cure. Diagnostics will need to be performed to conclude a diagnosis. Good luck.

That bird does look a little stressed out, but it is also very young looking and as if it doesn't have all its feathers yet. If the baby is acting ill, is always sleepy or listless instead of interested, or isn't eating and drinking, I would be concerned. The baby is also very young looking, and may require additional care and hand-feeding still as it grows. If you are not 100% on getting the bird, or you are concerned with its health and well-being, it is always best to bring this up with the store/seller and ask for any medical or health records. It is always best to get any new pets from a reputable breeder that is willing to share all documentation on the per's care.

Some neurologic, muscular, diseases processes, and nutritional issues can cause similar symptoms. It would be best to bring Parrot into a local vet ASAP to have him examined, bloodwork taken and possible X-rays taken to look for underlying issues and provide treatment. In the meantime, making sure he is kept calm and quiet, can still access food and water (and is eating a balanced diet of seeds and pellets for budgies) and separating him from any other birds in the cage can help him feel more comfortable until the underlying cause can be determined.
