If Sugar hasn't improved with 2 weeks of confinement I would suggest a vet visit to one that sees chickens. Make sure that her foot isn't swollen or any ulcers that may be bumblefoot. It's possible that she injured the leg, has an issue with poor nutrition if she's not leaving the nest to eat enough, or there is something else ongoing. Making sure she's eating and drinking, and checking the leg for injuries is a good first step. If you suspect an illness or problem, a vet visit is needed to treat it. Pigeon eggs should also hatch in about 20 days, so if it's been longer than that and not hatched, it is likely not viable and should be removed so that she can get back to eating and drinking normally.

I'm sorry to hear this! It sounds like this is likely related to the laceration, it could be that she is painful/swollen which is making her walk oddly. However there could potentially has been some damage to the nerves that run into the legs. If she is eating well and otherwise bright I would give her a day or so with minimal stress to see if she improves. If however, you feel that she is deteriorating or not improving I would take her to a vet as she may need some antinflammatory medication.
