My pet holds pee all day, only peeing during playtime. Is this safe?

It will take time for Julius to acclimate to his new cage. Provide plenty or toys and places for him to lay. Always have timothy hay or similar grasses available for him to eat. This should be what he eats most of the time. Rabbits will readily use a box if provided. Place a litterbox in the cage for him. Pick up droppings and place them in the box. For urine, use a tissue to soak it up then bury it in the litterbox. Be patient and be consistent.

However, if you notice that Julius is not eating, or has not defecated for over 24 hours, he may require veterinary attention.

There is no correct answer to this question. Some cats urinate only twice a day and others more. There is not necessarily a problem. It may cause him a problem if he holds his urine too long; he can get a UTI, kidney failure, bladder rupture, etc.. Can you not move the litter box back to the original position? That would be my recommendation.

That does seem odd. It is important to encourage her to use the litter box as holding the urine can increase the risk for a bladder infection. Cats are sensitive to the type of litter, size of the box and location of the box. If you have more cats, you need 1 litter box per cat + 1 additional box. You should also have a litter box on every floor of the house. If you have other cats or dogs, if they can access the litter box, it may cause your kitty to be afraid that she could be trapped in the box. Cats are a prey species in the wild and they still retain those instincts. It sounds like your bunny is quite tidy and doesn't want to soil her cage. She will probably be easy to litter train, and then you will have somewhere in the cage for her to go. Make sure her cage is large enough that she has plenty of room to move around in, and so that her litter tray isn't near her food or water. You can use hay as a litter. To start training her, place her tray where she likes to go when she gets out of the cage. Put some of her poo and urine in the tray so that she knows that is where she needs to go. Once she is consistently using this tray, then move it into the cage. If she stops using it once in the cage, you might need to get her a bigger cage.

This condition, if allowed to progress, can even be life threatening. I recommend having Cornelius seen by a vet as soon as possible - he should be seen right away if he has blood in his urine, begins urinating in abnormal areas, or you note that he is straining to urinate (leaves only small amounts of urine after spending longer in the litter box). If you change the bedding and they don't like it, yes, they can and will hold it. One night of him holding his bladder is not going to cause him any harm so I wouldn't worry about that. Fleece is not a recommended substrate for guinea pigs. I suggest you use CareFresh bedding. I think it is the best.
