My hamster has black moving spots, closed eye. Is it fleas or mites?

Your hamster may be suffering from ectoparasites such as mites or fleas and/or an allergy to the bites. I suggest you take him to a veterinarian for a hands-on exam and diagnosis. The vet can prescribe or treat your hamster with a proper medicine to kill the parasites. There are mite treatments for hamsters available in the pet shops, but I am not sure whether they are effective. You will definitely need to clean and disinfect your hamster's cage, bedding and toys and food and water containers to hopefully prevent the mites from reinfecting your hamster after treatment.

These mites are not visible with the naked eye and require a microscopic examination of an ear scrape. At the veterinary visit, a treatment plan can be implemented. It sounds like Jabah has mites or lice. You will need to get him to the vet for an exam for a proper diagnosis. They can give you the correct treatment for this problem. Over the counter mite/lice remedies don't work. You will need something prescription strength. The bugs are red because they are sucking blood from Jabah. It does seems as Silva is suffering from an eye infection, you will need to take him to your vet ASAP in order to get the eyes checked, he will most likely need antibiotic eyedrops for a couple weeks.

Yes, they are likely to be mites, even though to confirm this clinical suspicion at least a picture would be needed. I would strongly recommend to have an effective treatment on prescription given by your local veterinary clinic as a lot of over the counter treatments do not actually work.
