My unneutered dog pees on my puppy. Is this dominance or aggression?

Given that Jake is not neutered and you have introduced a new male puppy into the home, he may be urinating on the new puppy to declare his status as top dog in the home. He is letting the new puppy known that he is top of the hierarchy in the home, and that the new puppy is below him in status. This reason is most likely if he physically dominating the puppy (standing tall over him) as he does this behavior. I would consider neutering Jake to help reduce hormone related behavior.

This can be either a dominance issue, or a submissive behavior, as he is still a young dog. Well the key here is both of your pups are intact. This sounds like Mega is exerting dominance over your other pup with his new found hormones. I would recommend neutering both if you do not plan to breed.

He is at the age of puberty! The fastest way to stop puberty behavior is to have him neutered. He is young enough it can stop a lot of unwanted behaviors such as humping and urinated excessively by marking and lifting his leg. It will not help humping as a result of dominance. This how dogs show one another who is in charge. So if he is doing to it to some people and not others, then he is proving he is charge of them and does not respect (listen) to them. The best way to correct this is to encourage training sessions to make him obey and listen so he understands he is not in charge and that behavior is unacceptable.
