How to train my dog to potty quickly in our fenced yard?

This is something that Harley may eventually grow out of as she gets older. I think what you are doing by taking her out on a leash first is good. You can try offering her treats if she goes off the leash to reinforce that behavior.

Harley is very little still so may be a bit confused as to what she needs to be doing. Puppies are also VERY easily distracted as everything is new to them! It may be that you are not giving her enough time outside to give her the chance to go.
