Stray dog with swollen, oozing leg injury. How to help without vet?

The fact that it is swollen with a yellow bump has me concerned that it is becoming infected. You could clean the area with a wound wash but he really should be examined and treated by a vet as he may need an antibiotic.

It's difficult to know how bad the wound is without seeing it, but I'll give you some general wound care advice: 1) Clip the hair around the area and expose all of the sore skin. 2) Wash/spray the area with just cool, clean water (no soap or other antiseptics) for at least 5 minutes at a time. Do this at least twice a day. 3) Bandage the wound (if possible) with gauze and apply an over-the-counter antibacterial cream (i.e Neosporin) to the wound. No matter is what is applied to this topically, it will not heal if she continues to chew at it. The leash must be removed immediately to relieve the obstruction of the blood flow. If the leg is evidently distorted or broken or her foot is cold to touch she needs urgent vet care otherwise monitor for a reduction in swelling and discomfort over 12 hours or so
