That is a mild amount of discharge that can easily cleaned with a some wet cotton (do not use cotton buds) ONLY on the outside of the ear canal (basically the bit you have taken the pics of). You can use a cleaning solution for the ears (Sancerum or Cleanaural) but only once a week or every two weeks. Typically you don't have to worry about putting too much ear cleaner in the ear. Just gently wipe with a paper towel and the rest will drain out on its own. As long as you didn't get any cleanser into the eyes your puppy should be fine.

It should be fine. You can moisten a cotton ball and dab the ear tip then monitor for any reaction. If you see none, gently clean the ears. Nolvasan Otic and EpiOtic are also acceptable ear cleaners. Use only cotton balls, not cotton swabs to clean just what you can see and reach with a finger.

Try to not pour water over her head and you can put cotton balls in the ears. This will not create a waterproof barrier but can help to absorb small amounts of water. Just remember to remove them after the bath!

I don't recommend to use peroxide or any other product not tested and proven safe for pets. Instead use a cleaner (vets and pet stores carry these) that is meant for dog ears. These products will generally not overly dry the skin, cause damage to the ear drum (but if the ear drum is ruptured, any products applied in the ear will cause damage) and these products generally condition the skin as well. Yes, it is very possible that skunk spray went down in the ear canal. You should probably try cleaning the ear with ear wash.
