Should I take my senior dog to the vet for a new shoulder bump?

This may be a little abscess, a cyst or a tumor (warts are benign tumors, btw.). You should have it examined by your veterinarian, as it is not possible to distinguish these by just looking at a photo. An abscess can usually be treated with antibiotics and/or be lanced, and a cyst can be evacuated. To identify a tumor, your vet may want to do a fine needle aspirate (he takes some material from the bump with a needle and then looks at it under the microscope) to determine whether the mass is concerning.

That looks like a mole or wart that is not unusual for older dogs to get. If your vet offers the option of sending them a pic of something since your dog does get so stressed, they may be willing to tell you their opinion based on what they see in the photo. Ideally, it would be seen by your vet for a definitive diagnosis, but you may just want to keep an eye on it. If it abruptly changes size, shape. color, or texture, then you should get it checked by your vet right away.

You may not need to do anything about it. It could simply be a benign tumor and it won't need to be removed unless it's bothering Beau or becomes bigger. I would have it checked out by a vet to be safe, as there is always a chance any bump could be a malignant tumor in a senior dog. I would have him seen by a vet sometime over the next week. This is likely just a benign little wart. I would monitor it for growth. If it grows in size or changes in appearance within the next two weeks, take Rocco in for an exam. Of course there is no way to determine from a photo whether this is a benign lump or not, however, old dogs often get warts, and if it does not grow in size or change in color or appearance it is likely not malignant.

These do appear to be possible benign sebaceous cyst type tumors, which are typically non-cancerous. It's hard to tell for sure from those pictures but that may just be a pigment change on Tara's skin. Pigment changes can occur normally as a dog ages. To be safe, I'd recommend taking Tara to see a veterinarian for assessment of the area. If necessary a small needle sample can be taken of the area to ensure it's not a concern. At minimum I'd suggest monitoring the area for changes and definitely take Tara to the vet if is changes in size, shape, color or if it bleeds or has any kind of discharge. This looks like a benign wart that is very common in older dogs. Sometimes they scratch at them and cause some irritation which I think that is why there is some scabbing there. I would just monitor it for now and point it out to your vet at her next exam.
