Bleeding from the penis can have various causes: Xander could be suffering from a UTI, an inflammation of the prostate, penis or prepuce or a tumor. Since he is not eating and lethargic it is likely something that causes him pain and he may have a fever. You can carefully push back his prepuce (foreskin) and then inspect his penis for injuries or growths, or to see where exactly he was bleeding from or is still bleeding from. If he is still bleeding you should take him to an emergency room this evening. If it stopped bleeding but he stays lethargic or will not eat his breakfast tomorrow morning or if you find injuries on the penis , then you should call your vet for an appointment.

Although not very common in male dogs, urinary tract infections can still occur in males. Primary urinary incontinence can occur in males, although more common in spayed females. There are many reasons for these signs including infection, trauma, orthopedic issues, digestive issues, and internal organ problems so Jack really needs to see a veterinarian so he can be examined. That looks more like a tumor or severely infected wound. I recommend to have Zola examined by the veterinarian. She also needs to wear an elizabethan collar at all times to prevent licking. I hope this helps and please feel free to post any additional questions.

Panda certainly could have a urinary problem, although things like UTI's (which are a common urinary problem) are a bit unusual in male dogs. I tend to see more male dogs, especially the unneutered ones, with things like foreign objects lodged in the prepuce (the skin around the penis) which ultimately leads to infection. Grass awns (the seed heads) can do this. If Panda continues to lick at his genitals (I'm assuming you mean his penis) then he needs to be examined by his vet, as getting a good look at this area can be difficult. A urinalysis can be performed to look for a urinary tract infection as well.
