My puppy is scared of outside and people. Are there non-med options?

I'm sorry to hear that Coco is so frightened of being outside! Unfortunately, what you are describing is very common in dogs that did not receive adequate socialization as young puppies - all pups need to get "out and about" to see the world and have lots of different experiences during their socialization period, which is from 6 to 16 weeks of age. It sounds like Coco didn't get much socialization during this period, which is likely why she is so fearful now. It will be difficult to get her comfortable with the world at this age, but not impossible. You will need to take things very slowly and make sure that being outside is always a fun and positive experience for her - this may mean simply sitting on the porch with her feeding treats or playing with a toy for a few minutes, then taking her back in. You can work up from there as long as she is comfortable. Ideally, it would be best to work with a veterinary behaviorist on this - he/she can evaluate Coco in person and help you put together a detailed plan to help work on her anxiety. Prescription medication is also helpful for some dogs with severe anxiety like this, so you could discuss this option with your veterinarian as well.

Behavior training would be a great way to help her gain confidence. You can look into puppy socialization and obedience classes in your area. I'd also recommend asking any strangers to allow her to approach them, and to offer a treat. Gradually introduce her to one person at a time. Do this in a neutral location such as a park. Begin with a short intro from a distance and gradually increase the time while closing the distance. Correct any negative behavior immediately and praise good behavior. End each session with a small reward. As she acclimates to one person, add another then another. Take her to as many public places as possible as well. This will acclimate her further to people and crowds. The use of a pheromone product, such as the Adaptil collar, may help decrease any anxiety. This will take time and patience. Do not rush or force her to meet people, especially if she is trying to run away. Give her a break when this happens and try again once she settles down.

Poor Oakley! It sounds like he needs a little help with socialization and would benefit from seeing a trainer or veterinary behaviorist in person. You can have a trainer come to your house to observe the situation, and help provide some more tailored advice to help get him feeling more comfortable, especially since he is still so terrified after several weeks. In the meantime, continuing to try and get him adjusted to things may help. Try tossing a favorite treat to him every time you go near him, or placing a favorite treat or chew toy outside of his kennel to encourage him to go out and explore a little. If he does come out, gentle praise and even more special treats can help teach him that what he is doing is OK! If he's startled by loud noises or objects, soothing music can help drown out scary sounds, while letting him sniff and approach new items on his own (and then rewarding him when he does) can help encourage him to explore some. Oh dear, poor Axel! Some dogs have innately anxious and nervous personalities, and German Shepherds (it appears that Axel has a fair amount of Shepherd in him from the pictures!) are known for anxiety issues. Continue gently trying to socialize Axel with new people and surroundings, and offer small treats and gentle encouragement as he is introduced to a new situation. This is a very complicated question! There can be lots of causes, but as a puppy, they often just don't know what is going on or how to handle it. I would go outside frequently with your puppy and talk calmly to him to reassure him it is okay. You can use distraction methods with food, treats, or toys.
