In small breed dogs some vets recommend waiting until the dog is older (6-8 months). The though is their lungs are better developed in an older puppy which makes the anesthesia part of the surgery "safer". That being said, many vets, including myself, have done thousands of neuters of dogs as young as 8 weeks or age with no problems. I think at 4.5 months he should be just fine to be neutered next week.

There is no special qualification for a rabbit savvy vet, you just need to try and look for a veterinary clinic that treats rabbits, often you can find this service in exotic veterinary practices. male rabbit neutering is very simple and can be done by most vets, spaying of females is a little more complex and i would recommend having it done by a vet who is experienced in rabbit surgery.

I personally recommend neutering around 5-6 months of age depending on the breed of the dog, there is no real weight requirement and obviously it varies patient to patient. I would expect for any patient to be in good body condition (for example a score of 4 or 5 out of 9) and to be in good general health. The vast majority of vets in practice (as opposed to working in government or industry) are perfectly competent to spay and neuter dogs and cats. Some vets prefer not to do surgery, or have physical limitations that prevent them from doing it.
