Pet's info: Dog | Labrador Retriever | Female | unspayed | 2 months and 28 days old | 17 lbs
my puppy tends twitch herself to what i think is more than normal we feed her blue wilderness which is grain free but a rash that began around her vulva that went up her belly is slowly coming back she was tested for a uti a few weeks back when we were giving her blue buffalo chicken and rice which we discontinued it because the UA showed crystals in it. My question is she is generally itchy around her bottom area, upper shoulders, and ears; what do you think could be the culprit to her itching?

It could be Pretty Marie has puppy pyoderma, which can be common in puppies due to their sensitive skin. I would take her into the vet. The vet can confirm she has it, and can treat her. Best of luck.
