It sounds like he might have an infection. Your vet can examine him and prescribe an antibiotic, if needed. If you see any discharge then you could clean it with a DOUXO® Chlorhexidine Pads and see if that helps. Otherwise, see if your vet can see him before Wednesday so treatment can be started.

Sometimes it does require antibiotics to take care of it. You can bathe him with a medicated shampoo containing chlorhexidine which you may get at your local pet store. You can bathe him twice weekly for 2 weeks. If it does not improve, have him evaluated by your veterinarian for further assessment and treatment. Good luck!

It is hard to say for sure from the blurry photo but it appears as though the tip of the penis is stuck out of the prepuce. It looks as though Oliver has paraphimosis (inability to completely retract the penis into the prepuce) and this can be caused by a number of things. Hello, this looks like a very mild staph infection, very common in very young puppies. You can bathe your puppy with a mild antibacterial soap or shampoo, one with benzoyl peroxide or chlorhexidine. Allow the soap to remain in contact with the skin for 5-10 minutes before rinsing. Repeat this 1-2x a week & the skin should look better soon. Keep him in a quiet room, use some cold packs to reduce the inflammation, if present (do not use ice directly to the part) and if you feel confident try to replace the penis in its protect position using some vaseline cream. If you are seeing insect activity on Judge's body, whether it is the penis or anywhere else, there is an extreme infection and necrotic tissue that needs to be debrided by a veterinarian. This is not something that should wait until tomorrow and should likely be dealt with this evening at an emergency facility. The foul odor you are smelling is not the penis itself, but the infection and toxins that are being released from it. The vet is going to have to investigate what has happened, in terms of an underlying cause for the swelling and necrosis. As for cancer, it is impossible to know this without diagnostic testing from a veterinarian. Cancer of the genital organs in a young dog would be somewhat uncommon but not impossible.
