This white covering you are seeing is likely Tyson's third eyelid, which is a normal part of a dog's anatomy but should only come out when his eyes are closed such as when he is sleeping. It looks like Pebbles most likely has an ulcer on her cornea. Most of the times these are caused by trauma (being scratched by another animal, bumping the into something, plant material, etc.). I recommend to get this puppy examined today. That eye looks inflamed and possibly infected. It's possible this is a congenital anomaly but the appearance of the eye looks suspicious for something is trapped in the eye (hair or or object) or that a virus has causes a painful corneal abrasion. I would strongly recommend getting him seen by the vet as soon as possible, as there is a risk of perforation of the eye if this is due to glaucoma. The vet can check the pressures inside the eye, and prescribe medications to help reduce pressure or inflammation. In the meantime, ensure that Monty does not scratch or rub his eye as it is very sensitive and may be prone to being perforated. An e-collar (cone) may help with this purpose.
