Is it safe for my puppy to eat rice? How much rice can a puppy have?

If he is completely weaned yes you can as it is generally speaking a bland diet. Ideally a more balanced and complete diet should be given, I would recommend a commercial one designed for kittens. Even though the possibility of toxicity is minimal if you rinse/or bolied it, I would avoid to give it to your puppy. This would be quite hard to digest as well and could potentially cause gastrointestinal upset as well. It's fine to give chicken every day but if she only eats chicken and rice she will eventually develop health issues, you must feed her other things as well, preferably a good quality dry food for dogs.
