That does look a bit irritated. Issues such as allergies, or even issues like bladder infections can cause itching or irritation. If Laika is licking the area, it can also increase irritation. I would place an Elizabethan (cone) collar on her to keep her from licking it and keep the area clean with pet wipes or a washcloth. If the irritation continues, or you see signs such as straining to urinate, bloody or cloudy urine, strange discharge, etc, then seeking veterinary care is best.

The skin does look a bit irritated. This looks like pigment around her vulva. If it is new then it could be from skin irritation or licking. Sometimes the hair follicles can get a little plugged and that's what it looks like is going on around Gucci's vulva. If she is not bothered I wouldn't worry about it - this can be normal. If she seems red or irritated or is itching often I'd recommend taking her to your vet.

This is probably caused by an allergic reaction. first of all make sure you de-flea Bear regularly every month with a high quality spot on (ex. Advantage) as fleas are by far the most common reason for these reactions. If the fleas are not the problem, it could be an allergic reaction to food or an environmental factor. this is more complicated to treat and will sometimes require medications such as Steroids, anti histamines or cyclosporin in order to stop the allergy.
