The only way is to separate them completely, obviously until she gets in heat she cannot get pregnant, but he could hurt her doing what he does. if you can't separate them you might consider having the male neutered early.

My best advice would be not to breed them and to have them neutered. This ia mainly for their own health as neutering prevents many hormone related diseases such as some types of cancer and infections like pyometra. It is also associated with a reduction in hormone related behavioural issues. If you do choose to breed them there would be no way of preventing unwanted matings until they are 24 months unless you completely separate them. If you are unable to have one or both of the dogs spayed/neutered then you will have to be diligent about keeping them separated while the female is in heat. Males can mate after 6 months of age. Females can be bred, ideally, after 2 years of age. Separating them during this upcoming heat cycle would be recommended if you are not prepared to breed dogs and have a litter of puppies.
