Is it safe for my pitbull to live outside? How to improve her life?

Take her out as much as possible for fun things, playing ball, running swimming, etc. Make going out an event by showing her the leash and telling her that you will go out to play with her. Get her excited, This should get her to associate going out with fun, rather than with fear. As long as a dog is safe and secure, has adequate shelter/warmth and appropriate access to food and water there is no reason why they must be indoors or outdoors for any set lengths of times. Space to exercise and play is great for dogs and many are happier outdoors as long as they have a comfortable sleeping area

Generally she should be fine outside, you live in a pretty warm area so she could stay outside all year round. snakes can be a real problem though, especially in the spring so you need to pay attention to that.

Because the lower temperatures in the winter now it is recommended to keep them inside for most of the day. After the winter you may proceed with Bella being mostly outside if it not too warm but doing in time increments initially. You may start by just doing it for a few hours to eventually most of the time. That depends on where you live. If you have an insulated dog house that stays dry and gives protection from the wind and rain then leaving her outside during the day should be fine. I wouldn’t chain her since if she’s able to move around the yard she can keep herself warm with activity. I would keep her inside during the night so she can eat, drink and sleep somewhere warm and comfortable. As she ages she may need to be inside more since she may have arthritis and other medical issues that would make her more susceptible to getting sick or being painful out in the cold. You want to make sure to feed a high quality diet. You also need to make sure that the growth is slow and consistent. If your puppy grows too quickly, it will be more likely to develop conditions like hip dysplasia. The diet I recommend for my large breed puppies is Royal Canin Large Breed Puppy. It will ensure even growth and the diet is highly digestible. This diet can be purchased at many pet stores or online. Proper exercise is also important but remember not to start jogging with a large breed puppy until they are at least a year old. I would keep him in his crate when you aren't there to supervise him. If he gets into your closet and decides to eat one of your items of clothing, and it gets stuck in his GI tract, he'll need surgery. Ideally, if someone can come during the time you're gone to take him out to potty and play a bit, it'll go a long way toward making separation easier for him. Getting him a Kong toy you can put some peanut butter in for him to lick and chew on will also help him pass the time and be less anxious. While you are home, make sure he gets loads of time with you. Play with him, go for walks, runs, take him with you wherever you can take him, get him out to play with other dogs, anything and everything you can to make sure he is tired both physically and mentally. A tired dog is a happy dog. Obedience training is another great way for the two of you to bond, and for him to learn how to behave correctly under different circumstances.
