My female dog isn't in heat, but male dogs keep mounting her. Why?

It is purely for dominance in the encounter or relationship. I would recommend to get her spayed as soon as you are able to so you can avoid accidental breeding for her.

Hello. He is just being a male dog. Even after neutering, some males may still try to mount females, but in his case, he is still strongly attracted to your spayed female. If you do not plan on neutering the male, keep an eye on the male as the female can get annoyed at him & you may have a fight on your hands.
